تهدف هذه الدراسة إلى وضع إطار مقترح لدور اللامركزية في تحسين أداء وحدات الإدارة المحلية في مصر بالتطبيق على محافظة الدقهلية، وقد اعتمدت الباحثة في إعداد هذا الإطار على المنهج الوصفي التحليلي في عرض ظواهر المشكلة وتحليلها، مع وضع تصور مقترح لأبعاد هذا الإطار ومحاوره المختلفة
