Abstract

A framework for generating rotation sampling strategies, which are efficient and account for nonstationarity in the survey populations, is proposed. The framework is extended to the case when subpopulation sampling frames cannot be adequately updated prior to the selection of the sample on any given occasion. Optimum overlap policies are formulated and precision comparisons are made with competing strategies.
