الملخص   استهدفت هذه الدراسة اختبار أثر تطبيق الشبكة المالية  الحكومية على الدور الرقابي للجهاز المركزي للمحاسبات ، ولتحقيق أهداف الدراسة واختبار فروضها تم استخدام الاستبيان (استمارة الاستقصاء) كأداة رئيسية لجمع البيانات من مجتمع الدراسة، حيث اعتمد الباحث على أسلوب الحصر الشامل لمجتمع الدراسة والذي تمثل في أعضاء الجهاز المركزي للمحاسبات بمحافظة الدقهلية وبلغ عددهم 100 موظفا، وقد بلغت نسبة الاستجابة الصالحة للاستخدام 8٠% تقريبا، وقد توصلت الدراسة إلى وجود أثر يوجد تأثير طردي معنوي للاهتمام بتطبيق معايير الرقابة الدولية الصادرة عن منظمة الانتوساى من قبل الجهاز المركزي للمحاسبات على تطوير الأداء الرقابي للجهاز المركزي للمحاسبات. كما توصلت الدراسة إلى أنه   يوجد تأثير طردي معنوي للاهتمام بتطبيق الاجراءات والضوابط الرقابية العامة في ظل تطبيق الشبكة المالية الحكومية على تطوير الأداء الرقابي للجهاز المركزي للمحاسبات ، وقد أوصت الدراسة بضرورة الاستفادة من تجارب الأجهزة الرقابية في مجال الرقابة على تكنولوجيا المعلومات وذلك من خلال المشاركة والانضمام لمجموعات العمل المعنية بالرقابة على تكنولوجيا المعلومات وكذلك مجموعه العمل المعنية بتأثير العلوم والتكنولوجيا على الرقابة التابعة لمنظمة الانتوساى , كما أوصت الدراسة بتوقيع برتوكول تعاون مع جهاز الرقابة الهندي لتقديم برنامج تدريبي حول الرقابة على تكنولوجيا المعلومات وذلك بهدف تبادل المعرفة والخبرات حول الرقابة على تكنولوجيا المعلومات وتدريب أعضاء الجهاز المركزي للمحاسبات على ممارسه عمليه الرقابة على تكنولوجيا المعلومات وإكسابهم المعرفة والمهارات التي تلزمهم للقيام بعملهم بالشكل الامثل, وذلك أسوه بما فعله ديوان المحاسبة الكويتي في هذا الشأن, بالإضافة إلى عقد دورات وورش عمل لمراجعي الجهاز المركزي للمحاسبات عن الرقابة على تكنولوجيا المعلومات والأنظمة الاليه وكذلك دورات تدريبية عن أهم المعايير الدولية المتعلقة بالمراجعة على تكنولوجيا المعلومات. Abstract This study was designed to test the impact of the government's financial network on the oversight role of the Central Accounting Authority. In order to achieve the study's objectives and test its imposition, the questionnaire (survey form) was used as the main tool for collecting data from the study community. The researcher relied on the comprehensive survey method of the study community, which was represented by members of the Central Accounting Agency in Dakahlia governorate and numbered 100 employees. The study found an impact: there is a moral expulsion effect to the application of the international control standards issued by INTOSAI by CAS on the development of CAS 'oversight performance. The study also found that there is a moral expulsion effect to the application of general control procedures and controls under the application of the government financial network to the development of the audit performance of the Central Accounting Agency. The study recommended that the oversight bodies' experiences in the area of information technology control should be utilized through participation and membership of the information technology oversight working groups as well as the INTOSAI Science and Technology Impact on Oversight Working Group. The study also recommended the signing of a cooperation protocol with the Indian oversight body to provide a training programme on information technology control with a view to sharing knowledge and experience on information technology control and training CAS members in the exercise of IT control and acquiring the knowledge and skills needed to optimize their work. In addition to holding courses and workshops for auditors of the Central Accounting Agency on the control of information technology and automated systems, as well as training courses on the most important international standards on IT auditing.
