This research aims to study the impact of the digital economy on the development of higher education systems by comparing the experiences of Saudi Arabia and Singapore. The research reviews how digital transformation contributes to improving the educational process and increasing the effectiveness of higher education in the two countries, focusing on the use of digital technologies such as artificial intelligence, machine learning, and big data.
One of the most important findings was that Singapore is a leading model in the adoption of digital education thanks to its advanced infrastructure and policies supporting technology and innovation in education. As part of Vision 2030, the kingdom of Saudi Arabia seeks to accelerate digital transformation by investing in infrastructure and developing the digital capabilities of students and teachers. Despite its progress, Saudi Arabia still faces challenges related to the digital divide between urban and rural areas, which calls for more targeted investments and policies, the research recommends enhancing cooperation between Saudi Arabia and Singapore in the fields of research and digital education. This could be achieved through the signing of collaborative agreements between universities and academic institutions, as well as a focus on developing student and academic exchange programs centered around the exchange of expertise and modern technologies in digital education. By leveraging Singapore's experience in sustainable education, similar practices can be implemented in Saudi Arabia to develop digital learning strategies that prioritize environmental, social, and economic sustainability.
