Abstract

The phenomenon of urban sprawl on agricultural lands is a phenomenon suffered by all the poor and rich countries of the world. This phenomenon has represented a challenge to most countries of the world, especially the developing ones, whose population has increased at high rates, and the consequent pressures on resources, especially surrounding agricultural lands, whether in cities or villages.  There is no doubt that the phenomenon of land encroachment is one of the most serious problems facing Egypt at the present time. It has increased significantly in the recent period, especially after the revolution of January 25, 2011, as the cases of encroachment on agricultural lands during the period (2011-2020) reached about 2037,456 thousand cases of encroachment with an area  It amounted to about 92,990 thousand acres, and affected agricultural production and the national economy, as the steady population increase and the increase in demand for housing on the one hand and the lack of land to build on away from the agricultural area on the other hand led to the emergence of many outposts and settlement areas in many governorates of the Republic.  In light of the random and unplanned urban expansion, to convert the usable agricultural land from its primary use to other urban uses by building buildings.  Residential, factories, commercial and recreational activities.
As the problem of the study, it lies in the fact that the encroachments on agricultural land have taken an increasing trend during the period (2011-2020), especially after the revolution of January 25, 2011, following the security chaos and weak control by the state.  Converting them into residential buildings or non-agricultural activities - this has negatively affected the national agricultural output.
The study mainly aims to monitor cases of encroachment on agricultural lands during the period (2011-2020), and then to determine the quantitative and value impact of encroachments on agricultural lands on the most important crops of the crop structure, especially crops related to food security, and its impact on agricultural production, and then suggest some recommendations to reduce encroachments on agricultural land.
The most important results of the study were
1- It became clear that the total number of cases of encroachment on agricultural land amounted to about 2037,456 thousand cases, with an area estimated at 92,990 thousand feddans, and that what was removed during that period amounted to about 616,879 thousand cases of encroachment, with an area estimated at 33,999 thousand feddans, representing about 30.28%.  36.56% in relation to the number of encroachment cases and the encroached area, respectively. The lost area, which is still being encroached upon during that period, amounted to about 1420,577 thousand encroachment cases with an estimated area of 58.991 thousand acres, representing about 69.72%, 63.4% in relation to the number of encroachment cases and the encroached area Respectively.
2- The lost and wasted area as a result of the encroachment on agricultural lands during the period (2011-2020) with regard to the winter crops, the
 
relative importance of the lost area of wheat crops, perennial alfalfa, and sugar beet represented about 52.479%, 25.190%, 8.100%, of the lost area of ​​that  Al-Erwa, respectively, despite the importance of the wheat crop as a major food crop, from which the state imports large quantities, and the alfalfa crop is a major crop to feed the animal production sector, which is of great importance. The sugar beet crop is a strategic crop and has great importance in the production of sugar - while the lost area was from the Al-Erwa summer crops.  The relative importance of maize, rice, and sorghum crops represented about 41.574%, 36.505%, and 4.784% of the crops of that handhold, despite the importance of the maize crop as one of the fodder crops, and the rice crop as a strategic food crop. As for the Nile handhold crops, the relative importance of the lost area was due to  The encroachment of maize, potatoes, and tomato crops represents about 68.608%, 17.261%, and 13.374% of the lost area of ​​the crops of that knob, despite its importance.  The tomato crop as one of the most important basic vegetables and the potato crop as a food and export crop.
3- As for the quantity lost from the study crops as a result of encroachment on agricultural lands, with regard to the winter season crops, it was represented by alfalfa, sugar beet, and wheat, where the lost amount represented 56.6%, 15.86%, and 13.56% of the lost amount of the crops of that season, due to the different crop productivity, while  The lost quantities of sugar crops, rice, and maize represented about 36.38%, 24.23%, and 23.27% of the lost quantities of summer grape crops - while tomatoes, maize, and potatoes represented about 36.15%, 33.69%, and 29.89% of the lost quantity.  of the Nile crops during that period.
4- As for the lost value as a result of the encroachment on agricultural lands, the crops of wheat, perennial alfalfa, and winter tomatoes represented about 40.365%, 29.336%, and 8.131% of the wasted value of the winter season crops.  The crops of rice, maize, and sugar cane represented about 34.499%, 32.593%, 10.185% of the lost value of the crops of that handhold - while the crops of maize, potatoes, and tomatoes represented about 48.480%, 27.651%, 23.881% of the wasted value of the crops of that handhold.  The Nile loop during the study period - in general, it can be said that the difference in the relative importance of the wasted value of crops is due to the difference in crop productivity as well as their farm prices.
5- Among the most important results is that the quantity and value of job opportunities lost as a result of the encroachment on agricultural lands during the period (2011-2020) was estimated at about 13.431 thousand workers with a total value of 905.903 million pounds, representing about 1.59% of both the quantity and value of employment opportunities for the crop structure, respectively, during the study period. 
Some proposals to reduce the phenomenon of encroachment on agricultural lands
 1- Looking at the problem of encroachment on agricultural lands through a more comprehensive concept, so that the focus is not on the legislative and security aspects of the problem only, but rather it is viewed within an economic, social and environmental framework.
 2- Allocating lands for the establishment of small projects, whether productive or service, and providing them with facilities, and let them be in the desert hinterland close to the village and the city, provided that they are in the form of integrated urban communities instead of agricultural lands.
 3- Establishing specialized police for the protection of lands to coordinate with the authorities concerned with the protection of lands to eliminate the violation in its infancy and directly to deter the violators.
4- Defining a desert hinterland for each governorate for urban expansion by establishing new urban complexes so that they are integrated with services in order to accommodate the steady population increase.
