تناول هذا البحث كيفية إدارة التعددية الإثنية من خلال الهندسة السياسية بإعتبار ان التعددية الاثنية تعتبر من القضايا التي تؤدي إلى حدوث حالة من عدم الإستقرار السياسي داخل المجتمع.
ويحاول البحث في إيجاد حلول ممكنة للأسباب الجذرية للصراعات العرقية داخل المجتماع الأثيوبي والآليات الممكنة لإادارة التعدد والتنوع المجتمعي.
وتنقسم الدراسة إلى مقدمة وثلاثة محاور وخاتمة: المحور الأول تحت عنوان المدخل النظري، أما المحور الثاني فيتناول الإطار المفاهيمي "الهندسة السياسية والتعددية الإثنية"، ويتناول المحور الثالث آليات الهندسة السياسية لإدارة التعددية الاثنية في اثيوبيا.
وقد توصلت هذه الدراسة الى عدة نتائج اهمها ما يلي:
تهدف الهندسة السياسية إلى تسوية وحل النزاعات، والحروب الأهلية، وبناء الدولة والمؤسسات بعد انتهاء الصراع العنيف، وتطوير التمثيل السياسي وتحسين الجودة الديمقراطية، وزيادة المشاركة السياسية.
تضمن الهندسة السياسية وجود الأحزاب السياسية ومؤسسات المجتمع المدني، وكذلك التداول السلمي للسلطة.
على الرغم من أهمية الهندسة السياسية في بناء المؤسسات وتقويتها وترسيخ الديمقراطية، إلا أنها ليست ضمانة أكيدة للتحول الديمقراطي.
This research deals with how to manage ethnic pluralism through political engineering considering that ethnic pluralism is considered as one of the issues that lead to a state of political instability within the society.
It tries to find possible solutions to the main causes of ethnic conflicts within the Ethiopian society and possible mechanisms for managing diversity and societal diversity.
The study is divided into an introduction, three sections, and a conclusion: The first section is under the title of the theoretical entrance, while the second section deals with the conceptual framework of "political engineering and ethnic pluralism while the third section deals with the mechanisms of political engineering for managing ethnic pluralism in Ethiopia.
This study has reached several results, the most important of which are the following:
1- Political engineering aims at settling and resolving conflicts, civil wars, building the state and institutions after the end of violent conflict, developing political representation, improving democratic quality, and increasing political participation.
2- Political engineering guarantees the existence of political parties and civil society institutions, as well as the peaceful transfer of power.
3- Despite the importance of political engineering in building and strengthening institutions and consolidating democracy, it is not a sure guarantee for democratic transition.
