The research studies indicators of urban development in the Egyptian governorates in (2016: 2021), It is important to know the role of it in achieving the objectives of the National Plan 2052, to support development.
The research reviews objectives and challenges of the urban observatory in some international and Arab experiences, and it is benefit in development plans. And also studies the Egyptian experience in selecting urban indicators (General background indicators on economic and social development - housing and slums indicators - urban development indicators - infrastructure indicators- international indicators).
The research analysis direct indicators from the approved sources using the transversal method to compare the same indicators in different regions, Among them, the Egyptian governorates were classified into five groups based on 77 development indicators, with analyzing reasons for classification and comparison of results with achieving the objectives of the National Plan, By applying the analytical test (Classify) in the SPSS statistical analysis program.
The research concluded that the urban observatory's contribution to achieve the objectives of the national plan was limited in supporting economic efficiency and social justice, Because of the focus on studying urban factors and not linking them to the economic characteristics of the different regions, The research recommended procedures for the development of the planning and institutional side , To benefit from the urban observatory in supporting development, which requires studying future plans to achieve balance in development between the governorates.
