The research discusses the issue of weak development in the New Valley Governorate, especially urban development in its economic and social wings, although its area represents more than 40% of the republic's area, while the population of the governorate reaches 234,160 people, which is equivalent to about 0.00234 of the total population of Egypt. According to what was published by the Central Agency for Public Mobilization and Statistics census in 2017, despite the abundance of untapped wealth in the governorate New Valley , which includes mineral, agricultural, tourism, natural landscapes, or historical, heritage and archaeological sites, it did not appear in the governorate's development experiences.

Therefore, the research paper focused on proposing a mechanism to measure the performance of urban development, taking into cosideration the wasted and untapped components, and discussing the reasons that led to the weakness of the areas of urban development at the level of the New Valley Governorate.
