ﻓﻲ ﻅل ﺍﻟﺘﻁﻭﺭ ﺍﻟﻬﺎﺌل ﻓﻲ ﺘﻜﻨﻭﻟﻭﺠﻴﺎ ﺍﻟﻤﻌﻠﻭﻤﺎﺕ ﻭﺍﻻﺘﺼﺎﻻﺕ ﻭﺴﻌﻲ ﺍﻟﺤﻜﻭﻤﺎﺕ ﻭﺍﻟﻤﻨﻅﻤﺎﺕ ﻜﺎﻓﺔ ﻻﺴﺘﺨﺩﺍﻤﻬﺎ ﻓﻲ ﺘﺴﻴﻴﺭ ﺍﻋﻤﺎﻟﻬﺎ ﻭﺫﻟﻙ ﻟﺘﻘﺩﻴﻡ ﺨﺩﻤﺎﺕ ﺫﺍﺕ ﺠﻭﺩﺓ ﺍﻓﻀل ﻭﺍﻻﺴﺘﺠﺎﺒﺔ ﺒﺄﺴﺭﻉ ﻭﻗﺕ ﻭﺘﺤﻘﻴﻕ ﺍﻻﻨﺩﻤﺎﺝ ﻤﺎ ﺒﻴﻥ ﺍﻟﻤﺼﻠﺤﺔ)ﻤﻭﺍﻁﻨﻴﻥ –ﻋﺎﻤﻠﻴﻥ ﻤﻨﻅﻤﺎﺕ ( ﻤﻥ ﺨﻼل ﺍﻟﻤﺸﺎﺭﻜﺔ ﻓﻲ ﺍﺘﺨﺎﺫ ﺍﻟﻘﺭﺍﺭ ﻭﺘﻭﻓﻴﺭ ﺒﻴﺌﺔ ﻤﻭﺍﺘﻴﺔ ﻟﺘﻁﻭﺭ ﺍﻗﺘﺼﺎﺩﻱ ﺴﻠﻴﻡ ﻭﻜل ﺫﻟﻙ ﻴﺘﺤﻘﻕ ﻤﻥ ﺨﻼل ﺘﻁﺒﻴﻕ الحوكمة الرقمية ﺒﺎﻻﻋﺘﻤﺎﺩ ﻋﻠﻰ ﺘﻜﻨﻭﻟﻭﺠﻴﺎ ﺍﻟﻤﻌﻠﻭﻤﺎﺕ والإتصالات.
ﻭﺘﻌﺩ الحوكمة ﺍﻻﻟﻜﺘﺭﻭﻨﻴﺔ ﻭﺍﺤﺩﻩ ﻤﻥ ﺍﻫﻡ ﺍﻟﻤﺒﺎﺩﺭﺍﺕ ﻋﻠﻰ ﻤﺴﺘﻭﻯ ﺍﻟﻌﺎﻟﻡ ﻟﺘﻘﺩﻴﻡ ﺍﻟﺨﺩﻤﺎﺕ ﻏﻴﺭ ﺍﻟﺤﻜﻭﻤﻴﺔ ﻋﺒﺭ ﻭﺴﺎﺌل ﺍﻻﺘﺼﺎل ﺍﻟﻤﺨﺘﻠﻔﺔ ﻟﻠﻤﻭﺍﻁﻨﻴﻥ ﺠﺎﻨﺏ ﻭﺩﻋﻡ ﻭﺘﻔﻌﻴل ﺍﺴﺘﺨﺩﺍﻡ ﺘﻜﻨﻭﻟﻭﺠﻴﺎ ﺍﻟﻤﻌﻠﻭﻤﺎﺕ ﺒﺸﻜل ﻤﻜﺜﻑ ﺤﻴﺙ ﻴﺘﻀﻤﻥ ﺫﻟﻙ ﺘﺤﻭﻴل ﺍﻟﻤﺤﺘﻭﻯ ﺍﻟﻤﻌﻠﻭﻤﺎﺘﻲ ﺒﺎﻟﻤﺅﺴﺴﺎﺕ ﻭﺍﻟﻤﻨﻅﻤﺎﺕ ﺍﻟﻰ ﻤﺤﺘﻭﻯ ﺭﻗﻤﻲ ﻭﺩﻋﻡ ﺍﻟﺒﻨﻴﺔ ﺍﻻﺴﺎﺴﻴﺔ ﻟﺘﻜﻨﻭﻟﻭﺠﻴﺎ ﺍﻟﻤﻌﻠﻭﻤﺎﺕ،من هنا جاءت الدراسة الراهنة بعنوان: مؤشرات تخطيطية لتفعيل تطبيق الحوكمة الرقمية فى منظمات الخدمات الاجتماعية .
وقد تم استخدام منهج المسح الإجتماعى بطريقة الحصر الشامل للعاملين بمديرية التضامن الاجتماعى بمحافظة الفيوم,حيث بلغ عدد المبحوثين(278)عامل فى كافة الإدارات والأقسام التابعة للمنظمة.وإستهدفت الدراسة تحديد واقع تطبيق الحوكمة الرقمية بمنظمات الخدمات الاجتماعية من خلال أبعادها الأساسية المتمثلة فى نظم المعلومات إجراءات المسائلة والمحاسبية,نظام الاتصال القائم,اللوائح والإجراءات وآليات العمل بالمنظمة,مشاركة العاملين فى اتخاذ القرارات الإدارية,كما هدفت الدراسة تحديد المعوقات التى تحد من تطبيق الحوكمة الرقمية بمنظمات الخدمات الاجتماعية وتوصلت الدراسة فى نتائجها أن واقع تطبيق الحوكمة الرقمية بمنظمات الخدمات الاجتماعية متوسط كما توصلت الدراسة إلى مجموعة من المؤشرات التخطيطية لتفعيل تطبيق الحوكمة الرقمية بأبعادها المختلفة بهذه المنظمات.

in light of the tremendous development ininformation and communications technology and the efforts of governments and all organizations to use it in running their business in order to provide better quality services, respond as quickly as possible, and achieve integration between the interest (citizens - workers - organizations) through participation in decision-making and providing a favorable environment for sound economic development, and all of this It is achieved through the application of digital governance based on information and communications technology .
E-governance is one of the most important initiatives worldwide to provide non-governmental services through various means of communication to citizens, in addition to supporting and activating the use of information technology extensively, as this includes converting information content in institutions and organizations into digital content and supporting the infrastructure of information technology. Hence, the current study entitled: Planning indicators for activating the application of Digital governance in social service organizations.
The social survey method was used in a comprehensive census method for workers in the Social Solidarity Directorate in Fayoum Governorate, where the number of respondents reached (278) workers in all departments and sections affiliated with the organization. The study aimed to determine the reality of the application of digital governance in social services organizations through its basic dimensions represented in information systems, accountability and accounting procedures, the existing communication system, regulations, procedures and work mechanisms in the organization, and the participation of workers in making administrative decisions. The study also aimed to identify the obstacles that limit the application of digital governance in social services organizations. The study concluded in its results that the reality of the application of digital governance in social services organizations is average. The study also reached a set of planning indicators to activate the application of digital governance in its various dimensions in these organizations.
