ملخص البحث استهدفت الدراسة تحديد مستوى القدرات المؤسسية للجمعيات الأهلية العاملة في مجال رعاية المعاقين ذهنياً، وتحديد مستوى تحسين نوعية حياة المعاقين ذهنياً، وتحديد الصعوبات التي تواجه الجمعيات الأهلية في تحسين نوعية حياة المعاقين ذهنياً، ووضع مجموعة مقترحات لتفعيل إسهامات القدرات المؤسسية للجمعيات الأهلية وتوصلت لرؤية مستقبلية مقترحة من منظور طريقة تنظيم المجتمع لتفعيل إسهامات القدرات المؤسسية للجمعيات الأهلية في تحسين نوعية حياة المعاقين ذهنياً، واعتمدت الدراسة على منهج المسح الاجتماعى الشامل للعاملين بالجمعيات الأهلية وعددهم(33) محل الدراسة وأسر المعاقين ذهنياً وبلغ عددهم(72) وتم تحديد المجال المكانى فى محافظة القاهرة والجيزة، وتوصلت نتائج الدراسة إلى أن القدرات المعلوماتية والتخطيطية والبشرية جاءت بمستوى مرتفع ، بينما القدرات التمويلية والتنظيمية جاءتا بمستوى متوسط، ومؤشرات تحسين نوعية حياة المعاقين ذهنياً جاءت بمستوى متوسط بينما مقترحات تفعيلها جاءت بمستوى متوسط للعاملين ومرتفع للأسر. الكلمات المفتاحية  القدرات المؤسسية ، تحسين نوعية الحياة، المعاقين ذهنياً. Abstract The study aimed to determine the level of institutional capabilities of NGOs working in the field of caring for the mentally handicapped, to determine the level of improving the quality of life of the mentally handicapped, to identify the difficulties that NGOs face in improving the quality of life of the mentally handicapped, and to develop a set of proposals to activate the contributions of the institutional capacities of NGOs. The perspective of the method of community organization to activate the contributions of the institutional capacities of NGOs in improving the quality of life of the mentally handicapped. The results of the study concluded that the informational, planning and human capabilities came at a high level, while the financing and organizational capabilities came at an average level, and indicators for improving the quality of life of the mentally handicapped came at a medium level, while proposals to activate them came at an average level for workers and high for families Key words Institutional capabilities, improving the quality of life, the mentally handicapped
