يحظى قطاع النقل البحري بأهمية خاصة للدول نظراً لموقعها الاستراتيجي وثرواتها الطبيعية، خصوصاً النفط والغاز، وينعكس تحفيز هذا القطاع وزيادة تنافسيته بشكل إيجابي على عدة قطاعات أخرى. وأظهرت الدراسة أن الظروف الطبيعية والبشرية ساهمت في استمرارية حركة التجارة في ميناء بنغازي، نظراً لموقعه الجغرافي المتميز وظروفه المناخية والبحرية الملائمة لحركة الملاحة البحرية. تهدف الدراسة إلى التعرف على إم كانية تطبيق التطوير التكنولوجي على ميناء بنغازي، لجعله متطوراً يواكب الموانئ الحديثة من حيث الجودة والأداء والكفاءة. تعاني العديد من الموانئ والمؤسسات الليبية، وخاصة ميناء بنغازي، من صراعات ومشاكل فنية وإدارية، حيث تعرضت بنيته التحتية ومعداته الفنية لتدمير كبير، مما أثر سلباً على إيراداته. تتمثل مشكلة البحث في توضيح أهمية تطوير ميناء بنغازي وتطبيق التطور التكنولوجي لتحسين كفاءة النقل الدولي، وسعى الباحث لإبراز هذه الأهمية خاصة في ظل غياب الأسس العلمية اللازمة والتكنولوجيا المناسبة. يهدف التحليل الإحصائي لاستقصاء الرأي الى تسليط الضوء على الضعف في البنية التحتية وتكنولوجيا تبادل المعلومات والاتصالات، وتعقيد المعاملات الجمركية، والإجراءات الورقية، وعدم استخدام أنظمة المعلومات الحديثة، بالإضافة إلى قصور في المستوى الأمني للميناء والسفن المتراكية.
The maritime transport sector holds special importance for countries due to their strategic location and natural resources, especially oil and gas. The stimulation of this sector and the increase in its competitiveness have a positive impact on several other sectors. The study showed that natural and human conditions contributed to the continuity of trade movement in the port of Benghazi, due to its distinctive geographical location and suitable climatic and maritime conditions for maritime navigation. The study aims to identify the possibility of applying technological development to the port of Benghazi, to make it advanced and capable of competing with modern ports in terms of quality, performance, and efficiency. Many Libyan ports and institutions, especially the port of Benghazi, suffer from conflicts and technical and administrative problems, where its infrastructure and technical equipment have been severely damaged, negatively affecting its revenues. The research problem lies in clarifying the importance of developing the port of Benghazi and applying technological advancement to improve international transport efficiency. The researcher sought to highlight this importance, especially in light of the lack of necessary scientific foundations and appropriate technology. The statistical analysis of opinion polling aims to shed light on weaknesses in infrastructure, information and communication technology, complexity of customs transactions, paper procedures, lack of use of modern information systems, in addition to deficiencies in the security level of the port and docked ships.
