This paper evaluates the relationship between the spending on the Education and the developing of the knowledge economy index, the paper depended on a quantities case study for top developed countries in knowledge economy index and some countries at the middle east (including Egypt), then we design a questionnaire to measure the impact and evaluate the data using SPSS test. Some of the findings are: (1) the knowledge economy index was affected by many factors like economic incentive regime, innovation, education and information communication technology (ICT) (2) the increasing of spending on the education as a percentage of GDP can be a factor (3) there was a gap between the performance of the developed countries and the middle east so the recommendation will be a developing plan for the middle east in the field of education.
