استهدف البحث بيان أثر تكامل مدخليّ التكلفة على أساس الأنشطة الموجهة بالوقت Time-driven activity-based costing (TDABC) وتحليل القيمة Value Analysis (VA) على تخفيض تكاليف تقديم الخدمات بمنشآت الرعاية الصحية دون التأثير على جودتها المدركة من جانب المنتفعين (المرضى)، وفي سبيل ذلك تم التطرق لطبيعة الخدمات المقدمة بمنشآت الرعاية الصحية من منظور محاسبي، وكذلك سمات جودة الخدمات الصحية المفترض أن تؤدى بها. ولتوضيح كيفية تطوير نظام محاسبة التكاليف المطبق بمنشآت الرعاية الصحية أجرى الباحث تحليلاً فكرياً لمدخليّ TDABC وVA انتهاءً بتوضيح كيفية إحداث تكامل بينهما يُسهم في الارتقاء بدقة القياس التكاليفي لخدمات الرعاية الصحية، وانعكاس ذلك على تعزيز قيمة وظائف هذه الخدمات من منظور المنتفعين وفي ضوء معايير الأداء التي يجب أن تُؤدى بها. وتوصل الباحث إلى أن استخدام مدخليّ TDABC وVA في إطارٍ تكامليّ من شأنه تعزيز قيمة خدمات الرعاية الصحية؛ حيث موارد المنشأة يتم استغلالها بالقدر المحقق للجودة المدركة من قبل المنتفعين بهذه الخدمات.
    ويوصي الباحث بأهمية النظر بشكلٍ دوري ودائم إلى ركائز جودة أداء الخدمة الصحية جنباً إلى جنب مع التكاليف المتكبدة في تحقيقها وذلك في ضوء استخدام مدخليّ TDABC وVA؛ لضمان استدامة أعمالها على نحوٍ كفؤ وفعّال.
Objective of the research is to demonstrate the effect of integrating Time-driven Activity-based Costing (TDABC) and Value Analysis (VA) approaches on reducing the costs of providing services in health care facilities without affecting their perceived quality by beneficiaries (patients). For this purpose, the nature of the services provided in healthcare facilities was addressed from an accounting perspective, as well as the quality characteristics of the healthcare services that are supposed to be provided. In order to clarify how to develop the cost accounting system applied in healthcare facilities, the researcher conducted an intellectual analysis of the two approaches; TDABC and VA, ending with clarifying how the integration between them contributes improving the accuracy of cost measurement of  healthcare services, and its reflection on enhancing the value of the functions of these services from the perspective of the beneficiaries and in the light of the performance standards that must be performed. The researcher concluded that using the TDABC and VA approaches in an integrative framework would enhance the value of healthcare services functions; where the resources of the facility are exploited to the extent of achieving the quality perceived by the beneficiaries of these services. The researcher recommends the importance of looking periodically and permanently at the pillars of the quality of healthcare services performance along with the costs incurred in achieving it, in light of using the TDABC and VA approaches; to ensure the sustainability of its business in an efficient and effective manner.
