إِنَّ نَشأَة صَنادِيق الاسْتثْمار لَيسَت بِالْحديثة، إِلَّا أَنَّه يُمْكِن القوْل بِأنَّ الفكْرة فِي حدِّ ذاتهَا مَرَّت بِتطوُّر إِلى أن وَصلَت إِلى شكْلهَا الحاليِّ، لِذَا اِتجهَت اِقْتصاديَّات العالم نَحْو البحْث عن طُرُق غَيْر تقْليديَّة لِتمْوِيل المشْروعات وَعلَى الأخصِّ المشْروعات القوْميَّة، وَممَّا لَا شكَّ فِيه أنَّ صَنادِيق الاسْتثْمار تَعُد مِن قُبَيل الأدوات غَيْر التَّقْليديَّة لِلتَّمْويل، هذَا وَيمكِن القوْل إِنَّ سِياسَات الإصْلاح الاقْتصاديِّ على الأخصِّ فِي الدُّول النَّامية أَسهَمت فِي ظُهُور الدَّوْر الفاعل لِصناديق الاسْتثْمار بِاعْتبارهَا أَدوَات تَموِيل جَدِيدَة غَيْر تقْليديَّة، وَهُو مَا يُفسِّر تَنامِي دَوْر صَنادِيق الاسْتثْمار فِي مِصْر وَغيرِها مِن الدُّول النَّامية، وَلقَد تَبنَّت الدَّوْلة المصْريَّة ذَلِك النَّمط إِلَّا أَنَّه فِي تنْظيمه يَنطَوِي على قَواعِد اِسْتثْنائيَّة وَخَاصَّة تَختَلِف عن الأنْماط العاديَّة لِلتَّمْويل. إِنَّ صَنادِيق الاسْتثْمار تَلعَب دوْرًا هامًّا فِي حِماية المدَّخرات الوطنيَّة ومنْع تَسربِها إِلى خَارِج البلَاد وَمِن ثمَّ عدم اِسْتفادة الاقْتصاد اَلقوْمِي مِنهَا؛ أَضِف إِلى ذَلِك أنَّ صَنادِيق الاسْتثْمار تُسَاعِد على القضَاء على مَخاوِف المدَّخرين الَّذين لَا يرْغبون فِي التَّعامل مع اَلبُنوك ويخْشَوْن مِن المضاربة فِي البورْصة حَيْث تُتيح لَهُم الصَّناديق اَلثقَة المطْلوبة والْمعْلومات وتقْبل مُدَّخراتهم أيًّا كَانَت قِيمتهَا وَهُو الأمْر اَلذِي يُسَاعِد على الاسْتفادة مِن هَذِه المدَّخرات وَعدَم خُروجِهَا عن دَورَة النَّشَاط الاقْتصاديِّ اَلقوْمِي. وَلعَل رَغبَة الدُّول فِي تَعظِيم دَوْر صَنادِيق الاسْتثْمار هُو مَا دفعهَا إِلى إِتاحة اَلمُناخ التَّشْريعيِّ المناسب لِعملِهَا وَتحقِيق الرِّقابة اللَّازمة اَلتِي مِن شأْنهَا أن تُعزِّز اَلثقَة لَدى المتعاملين مَعهَا بِمَا مِن شَأنِه أن يَنعَكِس على أَدَاء الاقْتصاد الوطَنيِّ بِشَكل إِيجابيٍّ.  The emergence of investment funds is not recent, but it can be said that the idea itself has evolved until it reached its current form, therefore the world's economies have been looking for nontraditional ways to finance projects, especially national projects, and there is no doubt that investment funds are from the nontraditional tools of financing. Also it can be said that the economic reform policies, especially in developing countries, have contributed to the emergence of the active role of investment funds as a nontraditional new financing tool, which explains the growing role of investment funds in Egypt and other developing countries. Egypt has adopted this type of finance; however, its regulation involves exceptional and special rules that differ from the regular types of financing.  Investment funds play an important role in protecting national savings and preventing them from leaking out of the country, thus preventing the national economy from benefiting from them. In addition, investment funds help to eliminate the fears of savers who do not want to deal with banks and are afraid of speculation in the stock market, as the investment funds allow them to have the required confidence, information and accepts their savings of any value, which helps to benefit from these savings and prevents their deviation from the activity cycle of the national economy.  It is perhaps the desire of countries to maximize the role of investment funds that has led them to provide the appropriate legislative climate for their work and to achieve the necessary oversight that will enhance confidence among investors dealing with them and that will have a positive impact on the performance of the national economy.
