This study aimed to analyze the impacts of the COVID-19 pandemic and its environmental effects on administrative contracts and the performance of contractual obligations. The research employed a descriptive analytical approach to examine the potential causal and consequential relationships between the study variables. The study sample included 420 individuals, and the Structural Equation Modeling (SEM) technique was employed using the AMOS V.26 program. The results confirmed a strong and statistically significant positive effect of the COVID-19 pandemic and its environmental effects on administrative contracts and a strong and statistically significant positive effect of the COVID-19 pandemic and its environmental effects on the performance of contractual obligations. The study recommended that The Egyptian Authority for Unified Procurement mandate bidders to provide evidence of their contracts with medical waste disposal companies to ensure safe disposal throughout the supply chain and distribution of medicines and medical supplies in its warehouses, pharmacies, and entities to which the Authority supplies. The study also recommended that the Egyptian Drug Authority issue a regulatory decision to be applied in emergency and epidemic situations to ensure the urgent provision of medicines and medical supplies without affecting their quality, safety, or disrupting the approved environmental system, while ensuring the safe and sustainable management of medical waste. This study is pioneering in its field for addressing the impacts of the COVID-19 pandemic on administrative contracts and contractual obligations considering the Government Procurement Law and its applications to the Egyptian pharmaceutical sector, which enhances our understanding of this phenomenon and contributes to developing strategies to face future crises.
