Abstract

The researchers were keen to conduct this scientific research in this community specifically, due to the importance of what it contributes to increasing the national income of Egypt because of its many resources that tempted officials to lavish on its built environment to ensure the continuity of its resources. Therefore, the research aimed to prepare an indicative program for the leaders, both official and civil, to reduce the risks of torrential disasters on the built environment, to solve the problem of frequent closure of roads and the destruction of farms and homes, using the descriptive analytical approach on a sample of the official and civil leaders concerned, where they were interviewed, a field interview with questionnaire forms, one for the official leaders and the other For civil leaders, each form includes a set of carefully selected questions that cover the needs of the research. Appropriate statistical methods were used to empty and analyze the data. The research reached a set of results, the most important of which are: Villages and farms are in danger of being exposed to floods. In the light of the results, the research concluded the following: the need for coordination between government and private agencies in facing the dangers of torrents, the participation of the people, especially the Bedouins, with leaders in determining the locations of dams and torrent outlets, the need for leaders, both formal and civil, to obtain training programs with modern technology to confront torrents. Also, in light of the results, the researchers suggest the following mentoring program: A program that targets official and private leaders concerned with torrential disasters as beneficiaries, specialists from the Ministry of Water Resources and university professors as lecturers through training and panel discussions to present new ideas in which brainstorming takes place to develop leadership skills in this field.
