An Analytical Study of the Distribution of Agricultural Holdings in Kafr El-Sheikh Governorate

Abstract

The problem of fragmentation of agricultural holdings is considered one of the most serious problems facing agricultural development in Egypt. This phenomenon has led to many economic, social and technological problems. The problem of the study is the implementation of the agrarian reform law and the inheritance system, which leads to the fragmentation of large holdings into small holdings and into small holdings. Whether at the level of the Republic or Kafr El-Sheikh Governorate, Statistics indicate the spread of agricultural holdings of less than an acre in the various centers of the governorate, which amount to about 172.82 thousand holders, representing 60.2% of the total number of holders at the center level, which amounts to about 3839.02 thousand holders, who occupy about 25.42% of the total cultivated area in the governorate, which amounts to about 976 thousand acres. The research aims to analyze the distribution of agricultural holdings in Kafr El-Sheikh Governorate through the following sub-objectives: the average per capita share of the cultivated area in Kafr El Sheikh Governorate, the average per capita share of the cropped area in Kafr El Sheikh Governorate, the tenure structure of the credit agricultural land plot and agricultural reform in Kafr El Sheikh Governorate, identifying the causes and negative effects of land fragmentation in Kafr El Sheikh Governorate. The research relied on two types of data, the first of which is published secondary data. The second is unpublished raw data from a random field sample, In Kafr El-Sheikh Governorate, there were 100 farmers to identify the most important causes and negative effects of land fragmentation, and the Kafr El-Sheikh Center was chosen. Data was collected through personal interviews with the sample members in a random manner during the productive season 2022-2023. The data used in the research was obtained from the Kafr El-Sheikh Directorate of Agriculture, the Kafr El-Sheikh Center. Information and decision-making support, annual statistical report, Central Administration for Water Resources and Irrigation.   
 
 
 
The most important results were:
-The number of owners was estimated at about 187.3 thousand owners, distributed among-  the governorate centers, and the percentages reached their maximum in Desouq, Sidi Salem, Kafr El-Sheikh, and Bella, at about 18.2%, 16.0%, 13.6%, and 11.0%, respectively. These owners were distributed among nine ownership categories. The maximum percentages in the first and second categories (less than one acre, 1 - less than three acres) were about 60.2% and 30.3%, respectively. It was found that the percentage of owners of the first category in Qalin Center increased by about 76.6%, while the percentage of owners of the second category in Baltim Center increased by about 45.9.   
-The average land capacity in the owned agricultural land was about 1.34 acres. The average land capacity was found to be high in the Baltim center, reaching about 2.83 acres, while it was found to be low in the Qalin and Desouk centers, where it amounted to about 0.76 and 1.06 acres, respectively.                                                                                            
-The number of holders of land reform was estimated at approximately 34.9 thousand holders, distributed among the governorate centers in proportions that reached the maximum in the centers of Kafr El-Sheikh, Bella, Qalin, and Al-Hamoul at approximately 26.3%, 20.8%, 15.7%, and 12.9%, respectively. These holders were also distributed among four tenure categories in proportions. It reached its maximum in the first and second categories (less than one acre, 1 - less than three acres) by about 36.9% and 50.7%, respectively. It was found that the percentage of holders in the first category at the Sidi Salem Center increased by about 76.6%, while the percentage of holders in the second category in the Qalin Center increased by about 84.7%.                              
-The average land capacity was about 1.72 acres, and the average land capacity was found to be high in the Riyadh center, where it amounted to about 2.08 acres, while it was found to be low in the Sidi Salem and Al-Hamoul centers, where it amounted to about 1.27 and 1.48 acres, respectively.
