الملخص                 أصبحت مقاييس التنمية البشرية أدوات بديلة اكتسبت مصداقية كبيرة لدى مختلف الدوائر سواء كانت قطرية أو دولية لقياس مستوى التنمية والوقوف على الانجازات المحققة، إلا أن هذه المؤشرات مازالت محل انتقاد بسبب بعض النقائص والاختلالات ذات الطابع الفلسفي (المفاهيم) وكذا الطابع المنهجي (طريقة القياس)، وهذا رغم استحداث مؤشرات جديدة في تقرير التنمية البشرية لعام 2010 إلا أنها مازالت محل اختبار. إن ما تطرحه هذه الدراسة هو محاولة معرفة مدى تأثير برامج الاستثمارات العمومية على التنمية البشرية في الجزائر في الأجلين القصير والطويل باستخدام نماذج الانحدار الذاتي للفجوات الزمنية الموزعة ARDL خلال الفترة 1990-2015.   Abstract: Human development standards have become alternative tools that have gained great credibility in various departments, whether national or international, to measure the level of development and to identify achievements. However, these indicators are still criticized for some of the shortcomings and imbalances of the philosophical nature (concepts) as well as the methodological nature (the method of measurement).although new indicators have been introduced in the Human Development Report 2010 but remained and are still being tested. The aim of this study is to examine and to figure out the extent of the impact of public investment programs on human development in Algeria in both short and long term using the ARDL During the period 1990-2015.
