If any citizen was asked ten years ago about combating corruption, his answers would have been limited in

terms of concept and scope. These answers would have been probably related to their mental image of the

Administrative Control Authority responsible for catching corrupt officials . In terms of concept, citizens would

mostly say that corruption is bribery or the abuse of a public employee’s position, and that the Administrative

Control Authority is only a group of trained men who uncover corruption cases in government agencies.
