ملخص
تهدف هذه الورقة إلى التعریف بأداء الإدارة المحلیة، بوصفها میدان لممارسة الخدمات العمومیة وتنفیذ السیاسة العامة للدولة. وبالإضافة على ذلک ترکز الدراسة على الحوکمة المحلیة بوصفها آلیة تطبق على ممارسات الإدارة المحلیة من خلال معاییر تقوم علیها کالشفافیة والمساءلة وحکم القانون والمشارکة. ومن خلال تنوع الجهات الفاعلة فیها کالقطاع الخاص والمجتمع المدنی والهیئات المحلیة، یمکن أن تکون آلیة فعالة فی مکافحة الفساد على المستوى المحلی، فضلا عن إسهامها فی تحقیق التنمیة المحلیة بأقل تکالیف وأقصر وقت ممکن. ورغبة منا فی لمس آثار تطبیق الحوکمة المحلیة على الإدارة المحلیة نستدل ببعض التجارب الناجحة فضلا عن واقع ممارستها فی الجزائر.
Abstract:

This paper aims to define the performance of the local administration, as a field for practicing public services and implementing the state's general policy. In addition, the study focuses on local governance as a mechanism that is applied to local administration practices through standards based on it, such as transparency, accountability, rule of law and participation. Through the diversity of its actors such as the private sector, civil society and local bodies, it can be an effective mechanism in combating corruption at the local level, as well as contributing to achieving local development at the lowest costs and in the shortest possible time. And our desire to touch the effects of applying local governance on local administration, we infer some successful experiences as well as the reality of its practice in Algeria.
