إن شبكة المعلومات الدولية قد طورت الحقوق والواجبات وبرزت لنا عدد كبير من الحقوق بشكل جديد ،فإن كانت التكنولوجيا قد أختصرت الوقت والجهد وقضت علي المسافات ،الإ أنها قد انتزعت بعض الحقوق المملوكة للأفراد مثيل ذلك حق الإنسان في النسيان ، وجعلته يعيش الأحداث والمواقف الأليمة عدة مرات.

فالبيانات الشخصية يتم تخزينها بشكل متزايد ولفترة غير محدده ، مما أدي الي انتهاكها والتعرض لها، لذا كان توضيح ذلك الحق وإبرازه ضمانه هامه لعدم التعرض له والعمل علي حمايتة بشكل واضح وصريح .
