Abstract

Due to the rapid growth and horizontal expansion of Yemeni cities in all directions, and the increase in population over the last two decades that resulted to raise the prices of its land ten times, and this in turn has also led and lead to the intensive investment or re-investment and land speculation in the land located in the city centers and at both sides of the main commercial streets and nearby areas according to their importance, By means of removal of most low-rise buildings and some three-storey buildings even if its in good conation, and then reinvesting in the land by replacing new higher buildings utilization the value of the land, with more feasibility and profits for the owners and without leaving any open spaces and green areas parking area etc., the expansion of cities vertically or horizontally, led to raise the housing and building densities and traffic movement etc. Accompanying the intensive use of land and the transfer of land use for the various investment options; trades, commercial offices and financial and services, etc., These changes take place in accordance with the market and investment mechanism and the increase of natural growth of cities, while mostly away from the city master plan, and change the land uses without any authorized planning references, and not accompanied by legislative , rule and regulations and planning systems that organize the new orientation, and this led to increase the capacity of services available to perform its function, which is originally at low level (minimum requirements), creating huge environmental, planning and management problems which reflected in many cases such severe overcrowding traffic and the disappear of some green areas and significant huge palaces and provision of all essential services, according to the assumed standards.
