Abstract

The problem of low-income housing in Egypt is a severe crisis for this category, as it is not only the gap between supply and demand of housing, It is essentially the problem of an imbalance in the types of supply and demand of housing units and what is commensurate with the needs and capabilities of the limited income groups. Egypt's housing crisis is the outcome of a series of economic, social, and political events that Egypt experienced during the twentieth century, Therefore, the historical development of housing plans and policies globally was identified, their objectives were drawn, and the historical development of housing plans and policies in Egypt was divided into different time stages namely (the pre-revolution stage - the stage of the fifties (1952-1961) - the stage of the sixties (1962-1972) - the stage of The seventies (1973-1981) - the eighties (1981-1992) - the time period from 1992 - 2001 AD - the time period from 2001-2011 AD - the time period from 2011 to 2014 - the time period from 2.14 until now). In order to find solutions to the problem of low-income housing, the government has implemented, since 1996, groups of housing projects in new cities, in which the state bears about 40% of the cost of those projects in various new cities with the same Conditions for obtaining the unit, using the same methods of implementation, and among the most important projects (Future Housing Project - Mubarak Youth Housing Project - Social Housing Project - National Housing Project) , it turns out These projects are not a fundamental solution to the problem, as they are isolated projects that did not stem from the development of policy housing.
