قامت الجزائر کغيرىا من الدول النامية بعد حصوليا عمى االستقالل برسم سياسة تنموية طويمة المدى، اتبعت خالليا سياسة مالية توسعية وذلک بالرفع من إنفاقيا االستثماري، معتمدة في ذلک عمى الجباية البترولية التي مثمت أىم مصدر لمتمويل آنذاک. ولکن مع حدوث الصدمة النفطية سنة 6653 ، تزعزع االقتصاد الجزائري وظيرت االختالالت في االستقرار االقتصادي الکمي مما استدعى القيام بإصالحات ودخول الجزائر في اتفاقيات مع المؤسسات المالية الدولية. وانطالقا من سنة 6666 عرفت أسعار النفط انتعاشا متزايدا، فشرعت الجزائر في انتياج سياسة مالية توسعية لم يسبق ليا مثيل من قبل، السيما من حيث أىمية الموارد المالية المخصصة ليا وذلک عبر البرامج االستثمارية العمومية. Abstract Algeria, like other developing countries after the independence of the long-term development policy, which followed the expansionary fiscal policy by raising investment spending, based on oil revenue, which represented the most important source of funding at that time. But with the oil shock in 1986, destabilizing the Algerian economy, imbalances appeared in macro-economic stability, which was summoned to carry out reforms and the entry of Algeria in the agreements with the international financial institutions. Starting from the year 1999, known oil prices increased recovery, initiated in Algeria expansionary fiscal policy of unprecedented before, especially in terms of the importance of the financial resources allocated to them through public investment programs, led to influence the rate of growth.
