في العقود الماضية تم بجمهورية مصر العربية ردم وتغطية عدد کبير من المسارات المائية (ترع ومصارف) بالمدن القائمة مما اتاح أراضي فضاء مملوکه للدولة. وفى ظل ندرة الأراضي الفضاء المتاحة اتجهت الإدارات المحلية لاستخدامها في حل بعض مشاکل التجمعات العمرانية الحضرية القائمة وتوفير احتياجاتها من الخدمات والأنشطة والإسکان بها، مما کان له أکبر الأثر في جذب النمو العمراني للمدن باتجاه تلک المسارات بعد أن ظلت لفترات طويلة محددا قويا للنمو العمراني بها. ويناقش البحث هذه التأثيرات خاصة تأثيرها على اتجاهات النمو العمراني ومدى ارتباطها بنوعية استعمالات الأراضي التي تم توطينها بتلک المسارات وبخصائصها، بغرض التعرف على إمکانية استغلال المسارات المائية المغطاة والمردومة مستقبليا کأداة من أدوات التحکم في إدارة وتوجيه العمران.
وصولا لهدف البحث تطلب ذلک ضرورة إجراء دراسة ميدانية تفصيلية لعدد من المدن القائمة (اشتملت على عدد 7 مدن) تم تغطية وردم المسارات المائية بها واستغلال الأراضي الفضاء الناتجة منها، للتعرف على تأثير استغلالها على اتجاهات النمو العمراني للتجمع (على مستوى کل مدينة) ثم تحليل ومقارنة نتائج إجمالي مدن الدراسة تمهيدا للخروج بالنتائج النهائية للبحث.
توصل البحث لنتيجتين رئيسيتين هما: اثر استغلال المسارات المائية المغطاة والمردومة على اتجاهات النمو العمراني للمدن القائمة واختلف وتباين حدة وحدة تأثيرها باختلاف نوعية استعمالات الأراضي التي تم توطينها بها وبخصائص المسارات المائية، إضافة لضرورة إرشاد المخطط العمراني والجهات المسئولة عن التعامل مع المسارات المائية إلى إمکانية استخدامها کأداة من أدوات التحکم في إدارة العمران وتوجيهه , وقد تمکن البحث من وضع توصيات بعدم استخدام تلک المسارات إلا في ظل وجود مخطط عمراني محدد به کيفية استخدامها والتأثيرات المتوقعة لذلک وکيفية التحکم فيها لتعظيم الاستفادة منها والحد من أثارها السلبية وما يستوجبه ذلک من ضرورة التنسيق ما بين وزارة الموارد المائية والري والهيئة العامة للتخطيط العمراني.
In the recent decades, many of waterways in Egypt have been covered and transformed providing vacant lands owned by the government in the existing cities that suffer from the scarcity of development lands. Therefore, local municipalities have used these lands in solving the existing community problems by allocating new housing, activities and services projects. These projects accordingly enhanced the growth of existing communities towards the covered waterways after a long time being considered as urban constrains.
 
This research discusses the implications of using covered and transformed waterways on the urban growth of existing cities and on the proposed uses upon these lands. Thus, based on waterways features, it can be indicated the potentiality of using these water canals as tool for urban control.
 
In order to achieve the research objective, a detailed practical study has been adopted for a number of existing cities (seven cities) that have already covered or transformed waterways projects. The case study aims to identify the effects of these projects on the urban growth for each city and then make a critical comparison between all the case studies.
 
The research ends with two sequential outcomes. First, the different implications of using covered waterways on the growth of urban communities according to the types of uses allocated on the covered waterways. Second, the research offers recommendations for planners and decision makers as it provides the process of using the covered waterways as a tool for urban control. This also requires good communications between Ministry of Irrigation, General Organization for Physical Planning and the urban planner.
