إن الجامعات تمتلک من الموارد البشرية المتمثلة في اساتذتها وکذلک خبراتها وکذلک طلابها مما يؤهلها بأن تصبح أکبر بيت للتطوع ، ومع تنامي دور الجامعات في المجتمعات وازدياد الضغوط عليها للقيام بدور أکثر فاعلية في الحياة العامة للمجتمعات ومع ازدياد الحاجة للأنشطة التطوعية أيضًا داخل المجتمعات للوفاء باحتياجات للمجتمع حيث يمکن أن يظهر دور للجامعة في خدمة مجتمعها متمثلاً في قيامها بعملية التطوع الطلاب وخدمة وتنمية المجتمع.
يهتم العمل التطوعي بقضايا التنمية في المجالات المجتمعية المتعددة؛ إلا أن ممارسة العمل التطوعي بين الشباب الجامعي في مصر لا يرتقي إلى ما هو مأمول منه في دفع عجلة التنمية على المستوى القومي ولا يتناسب مع حجم وطاقات تلک الفئة العمرية الهامة بالمقارنة مع مثيلاتها في المجتمع الدولي بحسب تأکيد العديد من الدراسات القومية والأکاديمية والتقارير الرسمية والأهلية، ويکون ذلک على نقيض نُظرائهم من طلاب الجامعات العالمية التي تشهد نمو متزايد في أعداد الطلاب المقبلين على الأعمال التطوعية حيث تحرص الجامعات على مشارکة الشباب الجامعي في العمل التطوعي.

Volunteer work is concerned with development issues in various societal fields; However, the practice of volunteer work among university youth in Egypt does not live up to what is hoped for in advancing development at the national level, and is not commensurate with the size and energies of this important age group compared to its counterparts in the international community, according to the assertion of many national and academic studies and official and civil reports. This is in contrast to their counterparts from international universities, which are witnessing an increasing growth in the number of students coming to volunteer work, as universities are keen on the participation of university youth in volunteer work.
