الملخص: تواجه الجمعيات الأهلية العديد من المشکلات التي تجعلها عاجزة عن القيام بأدوارها مما يتطلب منها تحديث هياکلها وتغيير بيئتها الداخلية, وهو ما يجعلها تبحث عن المداخل والأساليب الکفيلة بتحسين أدائها والتي من بينها إعادة الهيکلة, التي تستهدف إحداث تغييرات بالجمعيات الأهلية سواء في المنظومة الإدارية أو البناء التنظيمي بالإضافة إلى الموارد البشرية بها والناحية التکنولوجية بجانب الإمکانيات والموارد المادية والمالية بها لکن هناک العديد من المعوقات التي تواجه الجمعيات الأهلية عند إعادة هيکلتها، لذا هدفت الدراسة الحالية إلى تحديد المعوقات التي تواجه الجمعيات الأهلية في تحقيق إعادة الهيکلة، وتنتمي هذه الدراسة إلى الدراسات الوصفية وإعتمدت على المسح الإجتماعي الشامل لمجالس إدارات الجمعيات الأهلية وتطبيق إستمارة قياس على (232) من مجالس إدارات الجمعيات الأهلية، وأسفرت نتائج الدراسة بأن هناک العديد من المعوقات التي تواجه الجمعيات الأهلية في تحقيق إعادة الهيکلة والتي من أهمها: ضعف الإستقرار الإداري بالجمعية, تدخل الإعتبارات الشخصية في بناء وتشکيل الهيکل التنظيمي, قلة أو ضعف الحوافز والمکافآت المقدمة للعاملين ماديا ومعنويا, ضعف مهارات إستخدام تکنولوجيا المعلومات لدى العاملين, نقص التمويل اللازم لتنفيذ البرامج وتقديم الخدمات, و سوء توظيف الموارد المادية الموجودة في الجمعية بشکل مناسب وإستثمارها بطريقة ملائمة. الکلمات الدالة: إعادة الهيکلة – الجمعيات الأهلية
  Abstract:     The Voluntary Associations face many problems so that they cannot perform their roles. Accordingly, they are required to update their structures and inner environment. This makes these associations look for techniques that enable them to improve their performance. One of these techniques is restructuring. The restructuring aims to changes whether within the administrative system, the organizational structure, human resources, technology, and financial and material resources and possibilities. However, there are many constraints faced by the Voluntary Associations in achieving a successful restructure. This study aims to identify the constraints that the Voluntary Associations face to the achievement of restructure. The study belongs to descriptive studies. It counts on a comprehensive social survey administrated to 232 boards of Voluntary Associations. The findings of the study assigned many constraints that the Voluntary Associations face in achieving their restructure. The most important constraints include administrative instability of the association, personal considerations intervening in the formation of the organizational structure, lack or poor (materialist and morale) incentives presented to employees, the employees' poor skills of using information technology, and finally, misuse of materialist resources existing in the association and failure to use or invest them appropriately.
