الملخص:
يمر المجتمع بالعديد من التغيرات المرتبطة بثورة 25 يناير والتي هدفت إلى تحقيق الحرية والکرامة الوطنية والعدالة الاجتماعية وهذا يتطلب من مواطنيها العمل والإنتاج والبناء والممارسة الفاعلة والحوار المستمر بين جميع الأطراف وذلک من أجل بناء مصر الجديدة وإقامة دولة مدنية حديثة.
وتعتبر فئة الشباب الجامعي من أکثر فئات المجتمع التي تأثرت بالتغيرات المستحدثة في القيم ونمط التفکير ودرجة الطموح والمسئولية ومستوى الانتماء للمجتمع الأمر الذي يؤکد على ضرورة تضافر کافة الهيئات العاملة في مجال رعاية الشباب لتقديم الرعاية الاجتماعية والنفسية والاقتصادية والثقافية لهذه الفئة، للنهوض بها واستثمار ما لديها من إمکانات وقدرات هائلة في تنمية المجتمع
إذا کان الإنسان هو هدف التنمية وأداتها تصبح التنمية الحقيقية هي عملية تنمية قدراته المعرفية والابتکارية عملية تنحاز أساساً للفئات المحرومة وأن تکون عادلة ومتوازنة في توزيع الأعباء والفوائد وهو ما لم يتحقق إلا عن طريق مشارکة حقيقية في صنعها والأحزاب السياسية تنشأ تلبية لحاجات وخدمة الأفکار، وتحقيقاً لغايات محددة، وتتضمن برامج الحزب أفکاراً تتعلق بالقانون والحکومة وبشکل النظام السياسي، أي هي منظمة بدرجة عالية وتتمرکز مصادر الظاهرة الحزبية حول الثورات الکبرى
ومن هذا المنطلق فطريقة تنظيم المجتمع تسعى لتحقيق الأهداف المادية والأهداف المعنوية التي تتصل ببناء قدرة المجتمع من خلال التثقيف والتنوير وتنمية وعي الشباب للإحساس بمجتمعه وإدراکه لمشکلاته وإيجاد الرغبة في العمل المشترک لمواجهتها والعمل على حلها عن طريق مساهمتهم مساهمة فعالة لتحقيق هذا الهدف ولا يمکن أن يتحقق ذلک إلا إذا کان الشباب على مستوى ثقافي مناسب ولعى فهم عميق بحقائق وأوضاع مجتمعهم

If the human being is the goal of development and its tool, real development becomes the process of developing his cognitive and innovative capabilities, a process that is essentially biased towards the disadvantaged groups, and that it is fair and balanced in the distribution of burdens and benefits, which is not achieved except through real participation in its creation, and political parties are created to meet the needs and serve ideas, and to achieve goals The party's programs include ideas related to law, government, and the form of the political system, meaning it is highly organized and the sources of the partisan phenomenon are centered around major revolutions.
From this standpoint, the method of organizing society seeks to achieve the material goals and moral goals related to building the capacity of society through education and enlightenment and developing youth awareness to sense their community and its awareness of its problems and to create a desire for joint action to confront them and work to solve them through their effective contribution to achieve this goal. This cannot be achieved. Unless the young people are at an appropriate cultural level and have a deep understanding of the realities and conditions of their society.
