Abstract

Recently, society relies on information, especially after the spread of knowledge and research in all fields and the appearance of electronic sets used in information technology. The present age has been called information age which is based on internet or intranet that are used in all fields. As the essence of learning is information, it is influenced by development and technology which gave it a new dimension and concept. This led to the appearance of virtual learning ,electronic learning or virtual university out of distance learning. The student can learn and acquire knowledge without leaving his area instead of going to education institutions as before. This cancelled the obstacle of geographical limits and also cancelled a large amount of expenditure of traditional learning.
Some educationalists believe that distance education via internet will be a main system of 21st century education systems, and this education especially virtual classes may have great effect on higher education more than any other inventions since printing inventing. The supporters see internet applications as a way to enhance education, and giving more opportunities for learners with low cost, opponents believe that it's less effective than traditional learning, and virtual learning environments are highly competitive which give the priority for some special issues like costing and how to transmit learning, while educational quality comes next. As the phenomenon of virtual university is new on the international level, it should be studied and analyzed in order to benefit from it. So the problem of the current study is focused on analyzing and comparing a number of virtual universities all over the world as for their establishment, accreditation, organizational models, targeted society, styles of developing their courses and the way to transmit their programs and scientific degrees in order to determine the main factors of their spread and success hoping to apply this in Beni-Suef.
