تمثلت مشکلة الدراسة فى فشل معظم المشروعات الحکومية العامة التى اقيمت بمحافظة شمال سيناء على مدى اکثر من ثلاثين عاما فى تحقيق النتائج المستهدفة منها ، وسعت الدراسة الى تقييم مشروعات التنمية بالمحافظة ، وتقدير حجم الجهود اللازمة لاستکمال تنفيذها ، والتوصل الى معرفة مؤشرات هملية تقويم تلک المشروعات ، وخلصت الدراسة الى أن هناک مشروعات تم الانتهاء من تنفيذها ، ومشروعات جارى العمل على استکمال تنفيذها ، واخرى توقف العمل بها تماما ، وأن مشؤشرات عملية التقويم لمشروعى : کوبرى السلام العلوى فوق قناة السويس ، وکوبرى الفردان الخاص بخط السکة الحديد ، جميعها (موجبه) ، واما باقى مشروعات التنمية بالمحافظة ، فإن مؤشرا تقويم الفعالية والکفاءة جاءت (سالبه) ، فى حين جاءت مؤشرات تقويم الکفاية والملائمة والاستجابة والقدرة على الاستمرارية جميعها (موجبة) ، وتوصى الدراسة بضرورة البناء على خطة التنمية او ما عرف بالمشروع القومى لتنمية سيناء ، وسرعة استکمال مستهدفاته من مشروعات تنموية بالمحافظة . The problem of the study represented in: Failure of Most public projects In North Sinai Governorate for more than thirty years, to achieve the intended results, it's targeted to Evaluation of development projects in the governorate, And estimate the size of the necessary efforts to complete implementation, And knowledge of the indicators of evaluating these projects. The most important results of study are: There projects have been completed implementation, and work is underway to complete the implementation Other Projects, and stopped working completely in other projects, and evaluation indicators of Peace Bridge over the Suez Canal and Fardan Bridge the private railway line,are (Positive),but the two indicators of Effectiveness and Efficiency for the Other development projects in the governorate are (Negative), and the four Other indicators of Adequacy, Appropriateness, Responsiveness, Sustainability are (Positive). The study recommends with: The need to build on the development plan (National Project for the Development of Sinai), and speed the completion of its objectives, and speed the completion of development projects in the governorate.
