واجه الاتحاد الأفريقي معضلة مع الثورة الليبية، فمن ناحية يرتبط الاتحاد الأفريقي بعلاقات قوية مع معمر القذافي، ومن ناحية أخرى يعمل الاتحاد الأفريقي في إطار مؤسسي تحکمه اتفاقيات وبروتوکولات رسمية، وقد أثرت العوامل السياسية في موقف الاتحاد الإفريقي تجاه رؤية موجودة في بادئ الأمر نحو الأحداث في ليبيا، وهو ما يرجع بالأساس إلى تاريخ العلاقات، وهو ما يتجلي بالنسبة لکل من نيجيريا والسنغال وغيرها من الدول التي کانت تنافس القذافي في إطار منظومة العمل الإفريقي بالاتحاد، وفي المقابل جاءت رؤية عدد من الدول الإفريقية في اتجاه حل الأزمة سلمية مثل جنوب أفريقيا وغيرها، لقد تعرض الاتحاد لعملية انکشاف من خلال بروز أوجه القوة والضعف وهو ما يتضح عند النظر إلى کفاءة أداء الاتحاد الأفريقي تجاه الثورة الليبية 17 فبراير ۲۰۱۱
Abstract:
African Union faced a dilemma with the Libyan revolution, the one hand, the African Union is linked to a strong relationship with Muammar Gaddafi, on the other hand, the African Union is working within an institutional framework governed by agreements and protocols official, was political factors influenced the African Union's attitude toward the vision in the first instance about events in Libya, which is mainly due to the history of relations, which is reflected for each of Nigeria, Senegal and other countries that were competing Gaddafi in the framework of the African labor union system, and in return came to see a number of African countries in the direction of resolving the crisis peacefully, such as South Africa and others, Union has been subjected to the process of exposure by the emergence of the strengths and weaknesses which is evident when looking at the efficiency of the performance of the African Union towards the Libyan revolution February 17, 2011.
