تعدُّ مؤسسات المجتمع المدني الركيزة الأساسية في توطيد وترسيخ النظام الديمقراطي، حيث شهدت البنية الأساسية لمنظمات المجتمع المدني في مصر في الآونة الأخيرة تطوراً ملحوظاً في تعزيز حماية حقوق الإنسان، وعلة هذا التطور ترجع إلى النظام الديمقراطي الحالي وبتوجيهات من السيد الرئيس عبد الفتاح السيسي الذي أسهم بلا شك في نماء قطاعات الدولة جميعها بشكل متكامل ومتوازن وعادل ومستدام، الأمر الذي ينسجم مع أهداف مؤسسات المجتمع المدني. ونجد أن منظمات المجتمع المدني علي الصعيد الدولي تلعب دوراً بارزاً خاصة في المجتمعات الديمقراطية من خلال بناء أسس الحياة الديمقراطية التي تساهم في تعزيز السلوك المدني وترسخ الديمقراطية بجميع جوانبها، لكونها تستطيع أن توفر ضوابط سلطة الحكومة، الأمر الذي يساعد ويسهم في تحسين أدائها عبر تعزيز مساءلة الشفافية، لذلك تبنى المجتمع الدولي بأسره دعم منظمات المجتمع المدني ومؤسساته كأحد الآليات القانونية لتعزيز أُطُرِ منظومة حقوق الإنسان. وفي واقع الأمر نجد أنه إذا كان للدولة دور هام ومحوري في حماية وتعزيز حقوق الإنسان من خلال أجهزتها المتنوعة، فإن لمؤسسات المجتمع المدني دوراً لا يقل أهمية عن الدور الذي تمارسه الحكومات؛ باعتبارها مجموعة من التنظيمات التطوعية التي تنشأ بالإرادة الحرة لأعضائها التي لا تهدف إلى تحقيق الربح عند ممارستهم أنشطتهم المختلفة الداعمة لحقوق الإنسان، لذلك نجد أن عملهم يكون مكملاً ومسانداً لعمل الدولة في تحقيق أهدافها، فالمجتمع المدني هو نتيجة حتمية لوجود الديمقراطية. والجدير بالملاحظة أن المجتمع المدني الحيوي والفعال والمستقل، والقادر على العمل في مناخ من الحرية والمنوط بالمعرفة والمهارة في مجال حقوق الإنسان، هو عنصر أساسي في تأمين حماية مستدامة لحقوق الإنسان على الصعيدين الدولي والوطني. Civil society institutions are the mainstay in consolidating and consolidating the democratic system, as the infrastructure of civil society organizations in egypt has recently witnessed a remarkable development in strengthening the protection of human rights. Doubt about the development of all sectors of the state in an integrated, balanced, fair and sustainable manner, which is in line with the objectives of civil society institutions. We find that civil society organizations at the international level play a prominent role, especially in democratic societies by building the foundations of democratic life, which contribute to the strengthening of civil behavior and the consolidation of democracy in all its aspects, because it can provide controls for government authority, which helps and contributes to improving its performance by enhancing accountability transparency, which is why the international community has embraced the support of civil society organizations and institutions as one of the legal mechanisms to strengthen the frameworks of the human rights system. In fact, we find that if the state has an important and pivotal role in protecting and promoting human rights through its various agencies, civil society institutions have a role that is no less important than the role played by governments. As a group of voluntary organizations that are established by the free will of its members that do not aim to make profit when they practice their various activities in support of human rights, we find that their work is complementary and supportive of the work of the state in achieving its goals, as civil society is an inevitable result of the existence of democracy. It is worth noting that a vibrant, effective and independent civil society, able to operate in a free atmosphere and dependent on knowledge and skill in the field of human rights, is an essential element in securing sustainable protection of human rights at the international and national levels.
