أنه إستقرت جميع التشريعات الوضعية على أنّ عملية تأديب الموظف العام المذنب، ليست عملية إنتقامية بل هي عملية قانونية، تهدفُ إلى إصلاح الموظف العام والوظيفة العامة. على الرغم من ثبوت مسئولية الموظف العام عن خطئه إلاّ أن عملية تأديبه لم تُتْرَکَ سُدًى، فتم إحاطة عملية التأديب بمجموعة من الضوابط والضمانات المقررة لصالح الموظف المذنب. ثمّة دور إيجابي للعقاب التأديبي على التنمية الإقتصادية، لکون العقاب يؤدي إلى الردع العام، فضلاً عن کون مسائلة الموظف العام تأديبياً عند خطئه تُعدُّ وسيلة هامة وأولى لمقاومة الفساد الإداري. We can summarize what we mention above: all Positive legislations have a consensus that the process of disciplining the guilty public employee is not a retaliatory process, but rather a legal process aimed at reforming the public servant and the public position. although it was proven that the public employee was responsible for his mistake, the process of disciplinary action was not useless, so the disciplinary process was surrounded by a set of controls and guarantees in flavor of the guilty employee. There is also a positive role for disciplinary punishment on economic development, because punishment leads to public deterrence, in addition to the fact that the public employee's disciplinary accountability when he makes mistakes is an important and first way to fight and forbidden administrative corruption.
