يظهر دور المجتمع الدولي في الحفاظ علي کرامة کبار السن وضمان حقوقهم وحرياتهم، لذلک حرصت کلا من مصر والسعودية علي سن القوانين والتشريعات التي تراعي ضمان حقوق کبار السن عملا بالاتفاقيات الدولية والإقليمية.
فعلي الصعيد الدولي هنالک العديد من الاتفاقيات التي تهتم بکبار السن کخطة عمل فيينا الدولية للشيخوخة عام 1982، ومبادئ الأمم المتحدة المتعلقة بکبار السن لسنه 1991م، وفي عام 1999م نظمت الجمعية العامة للأمم المتحدة العام الدولي للمسنين، ووعدت جعل عام 2001 م العام الدولي للمسنين والتطبيق الفعلي على الواقع في الالفية الثالثة، وتواصلت هذه الجهود الي اعتماد خطة مدريد الثانية للشيخوخة عام 2002م. وتأثر المشرع المصري والسعودي بهذه الجهود حيث بدئت کلا منهما في وضع قانون لحماية المسنين يهدف الى حماية ودعم حقوق المسنين وتمکينهم من العيش في بيئة تحفظ حقوقهم وتصون کرامتهم.
ومن هذا المنطلق، تم التطرق لهذه الفئة لأنها شريحة اجتماعية هامة في المجتمع، حيث تکون البحث من مبحثين ومبحث تمهيدي.
وفي نهاية البحث تم التوصل الي ضرورة ابرام اتفاقية دولية خاصه بکبار السن، صحيح انهم يخضعون للأحکام العامة الواردة في الشرعية الدولية باعتبارهم افرادا في المجتمع، الا ان هذه الحماية غير کافية لأنها حماية عامة لا ترقي لتخصيص هذه الحماية لکبار السن، فلا بد من حماية خاصة باتفاقية دولية، وکذلک تعزيز آليات التطبيق والرقابة علي تنفيذ القوانين وعلي الجهات المرتبطة بکبار السن ان تضافر جهودها مع المؤسسات الإعلامية واستثماره کوسائل داعمه لقضايا کبار السن والتوعية بحقوقهم. The role of the international community is evident in preserving the dignity of the elderly and ensuring their rights and freedoms. Therefore, both Egypt and Saudi Arabia were keen to enact laws and legislation that take into account the guarantee of the rights of the elderly in accordance with international and regional agreements. At the international level, there are many conventions that concern the elderly, such as the Vienna International Plan of Action on Aging in 1982, the United Nations Principles relating to the Elderly for the year 1991 AD, and in 1999 AD the United Nations General Assembly organized the International Year of the elderly, and promised to make 2001 the International Year of the elderly and the actual implementation In fact, in the third millennium, these efforts continued with the adoption of the Second Madrid Plan on Aging in 2002. The Egyptian and Saudi legislators were affected by these efforts, as both of them began drafting a law to protect the elderly aimed at protecting and supporting the rights of the elderly and enabling them to live in an environment that preserves their rights and preserves their dignity. From this point of view, a study was conducted on this group because it is an important social segment in society, where the research consists of two chapters and an introductory one. At the end of the research, the necessity of concluding an international agreement for the elderly was reached. It is true that they are subject to the general provisions contained in international legitimacy as individuals in society. However, this protection is not sufficient because it is a general protection that does not amount to allocating this protection to the elderly, so special protection is required. With an international agreement, as well as strengthening the mechanisms of application and control over the implementation of laws, and agencies associated with the elderly should combine their efforts with media institutions and invest it as supportive means for the issues of the elderly and raise awareness of their rights.
