Abstract

The development of education, training and human resource development has become one of the most important tributaries of development in the countries of the world. Developed countries have paid attention to it and considered it one of the basic pillars for developing the tourism and hospitality industries. Hence, investing in developing the capabilities and skills of the human resource becomes an important part of the plans and strategies of Arab institutions to be able to achieve integration among themselves to face competitive conditions and rapidly changing requirements at the global level. The importance of the research is that it reveals and diagnoses the role of men and managers of human resources in five-star and four-star hotels in Alexandria Governorate in the requirements of the hotel industry in the workforce needed for the various hotel departments, with the aim of developing a future approach to develop education and training for specialized cadres in the field of tourism and hotels and comparing it with the general specifications for graduates of tourism and hotel colleges approved by the National Authority for Quality Assurance and Accreditation of Education (2006-2007).
The research problem is represented in the low level of human resources working in the field of tourism and hotels, which affects the tourism movement and customer satisfaction. In order to reach the reasons, the researcher assumed three hypotheses:
1- There is no difference between the requirements of the different departments of the hotel and their employees.
2- Some departments do not require employees to have qualifications or specialized qualifications.
3- Employees must receive specialized courses before joining the work.
The researcher used a questionnaire form in addition to a personal interview with human resources managers in hotel facilities in four- and five-star hotels in Alexandria Governorate as a study community. The field study was conducted from September 2009 to December 2009. The research aims to reach the requirements of hospitality managers in the necessary labor for their facilities to meet the needs of the industry and compete with other global markets, and to compare these actual needs with the specifications set by the National Authority for Quality Assurance and Specifications for graduate specifications, as well as to recommend to academic and educational institutions to take these needs into account in preparing training and applied programs to prepare the necessary graduates to meet the requirements of the industry, and to evaluate managers of the level of performance of Egyptian workers to replace national workers instead of foreign workers and increase their labor force as a competitive ability for the facility. The study concluded that there is a lack of conscious management and educational and training curricula, a weak level of local expertise, and a weak treatment of guests.
