إن تطوير التعليم العالى وإحداث نقلة نوعية فى برامج الدراسات العليا ضرورة ملحة تتمثل فى تهيئة الجامعة لتطبيق نظام ضمان الجودة والاعتماد، وذلک لما يمر به المجتمع من تغيرات اقتصادية، واجتماعية، وثقافية کنتيجة طبيعية للتغيرات العالمية المختلفة، والتى لها مردودها على کافة أنظمة المجتمع وفى مقدمتها الأنظمة التعليمية بمراحلها المختلفة وخاصة التعليم العالى وبرامجه، وهذه التغيرات دفعت معظم دول العالم للبحث عن نظام يساعدها على التطوير ومواجهة التغير لتحقيق الجودة والنوعية بأنظمتها المختلفة، وأنشئت المنظمات العالمية التى أعطت قدر کبير من الأهمية، واهتمت بوضع معايير للجودة، وأهم هذه المنظمات منظمة المواصفات العالمية للجودة"ISO"، وکذلک المنظمة الأوربية الدولية"EFQM"، وأيضًا المنظمة العربية لضمان الجودة والاعتماد وغيرها کثير من المنظمات، وعلى ذلک يهدف البحث الحالى إلى استنياط المواصفات المعيارية اللازمة لتحقيق جودة الدراسات العليا، والتى من خلال توافرها تصبح برامج الدراسات العليا لديها القدرة على إعداد خريج لديه المهارات والکفاءات التى تلبى احتياجات ومتطلبات المجتمع من ناحية، واحتياجاته العملية والحياتية الخاصة به.
