Abstract

The patterns of agricultural land holding and property is considered one of
the most principal and important factors which formulate the nature of the resourceful
and productive relations in the Egyptian agricultural sector. This research aims at
recognition of the impact of applying and carrying out the relation liberalization low
between the owner and the tenant of the agricultural land on the prevailed holding
pattern in Assyout Governorate, also recognition of the impact of distributive justice
among the owners of the agricultural land in the same governorate from one hand and
among the land beneficiaries on the another through studying and analyzing the
changes occurred in holding and property pattern in the agricultural land during the
period (1982 - 2000) as well as recognition of the changes occurred on holding and
property categories. as that has its impact on the prevailed crop pattern and
agricultural income distribution in the governorate. The research depends on some quantitative and qualitative statistic methods in analysis and statistic measure such as Geny coefficient. Loranze curve and regration. The research results refer to expansion of estate property base in the agricultural land in the governorate as a result of applying the lows of economic liberalization and carrying out the relation liberalization low between the owners and the tenants, that led to minimize and crumbled holdings and possessive capacity and
concentration on the two small categories (less than one feddan, from one fed dan to
less than five feddan ) This indicate that the pattern of estates property distribution and agricultural land holding in the governorate is described with distributive unjustice where as the value of Genny coeffident in the years 1982, 1992,2000 was about 0.12, 0.16, 0.65
respectively. The study also clears that holding owned and cultivated by the owner is the
annual pattern of the prevailed holding which considered the most important in this
governorate as these holdings increased by rate 2.1 % of the annual average,
especially after carrying out the relation liberalization low between the owner and the
tenant in the agricultural land measure while the leased cultivated areas reduced by
rate 4.1 % of the annual average. Therefore the research recommends the necessity of concerning aggregation system in the agricultural utilization for land under prevailed small holding categories and trying to get balance in holding pattern (owned and leased) through
application of reform agricultural policies to organize the land and the human
resourceful relations in Assyout Governorate and other governorates.
