Information and Communication Technology (ICT) has brought about a radical transformation in the field of health care([1]·), Especially in the methods of collecting, storing, sharing and using health information in medical and clinical research and for many other purposes.
One of the main results of this transformation was the evolution of the medical record from its traditional paper form to the electronic health record (EHR), Thus, it became possible to create one electronic health record for each person, so that this record includes all the information and sick data of the individual in relation to the past, present and future, and whether this individual received health care in one hospital or received it in many hospitals, and whatever type of hospital this is, private or public, inside or outside the country.
The scope of access to the health record and the use of its information is no longer limited to the treating physician or health care provider who collected this record, but rather extended to others such as the patient and his legal representatives, other health care providers, insurance companies, ministries and various bodies.
Therefore, electronic health records (EHRs) are considered the best in terms of providing modern health care, and the most effective and efficient for managing patient health information, quality assurance in hospitals, and medical decision support, it is also the most appropriate model from a legal point of view in the field of evidence and medical liability, and thus it is distinguished over all other types of medical records, therefore, it must be considered an integral part of any modern health system, especially, if all electronic health records are linked to a national or unified system that makes patients' right to access their health information in real time, protects it against any breaches of confidentiality and privacy, and allows the modification of electronic health records and their use in lawsuits and other legal aspects, This is what we recommend in this research, and we hope that it will contribute to giving some ideas regarding Egypt's vision 2030 in the health field.
