لاشک أن حضارة وثقافة أي أمة تقاس بمقدار الإرث الحضاري الذي  تترکه سواء کان منقولاً کالکتب والمخطوطات أم ثابت کالمعمار بجميع أنواعه . ولقد أثرت الدولة العثمانية أيما تأثير على الولايات التي حکمتها، على الرغم من أنها لم تفرض الإسلام کديانة وحيدة في المناطق التي حکمتها برغم أن کل الدول الأجنبية کانت تفرض ديانتها على الأهالي، إلا أنها ترکت حرية الديانة ورسمت بتسامح الديني طريقا لها وأکتفت بتطبيق الشرائع والأنظمة التي تسير عليها الدولة العثمانية في مراکز استانبول.       وطبيعي أن تتأثر الولايات التابعة للدولة العثمانية بالثقافة العثمانية وما يندرج تحتها من مصادر وثقافة وأدب، وللأسف فإن کثير من أدبيات وثقافة الدولة العثمانية لاتزال تحت الرکام تنتظر من يزيل عنها عزلة السنين. The culture and civilization of any nation are measured by its cultural heritage, such as books, scriptures and architectures from all sorts. The Ottoman state has influenced the reigns which it governed. Although they never obliged them to convert to Islam. The other foreign countries had the habit to oblige their religions on the peoples they governed. The Ottomans gave the principle of the freedom of belief. They by tolerance designed their way in applying the rules and laws that the Ottoman state ran on in the centers of Istanbul. What improves the previous fact that influenced the Ottoman states that they all had the Ottoman habits in eating, drinking, clothing and the living styles. That is a cultural and civilized influence. Naturally the Ottoman states have influenced by the Ottoman culture, literature and resources of knowledge. Unfortunately, most of the Ottoman culture and literatures are still undiscovered and need more research.
