هدفت الدراسة الى التعرف على العوامل المؤدية لجرائم الفساد الوظيفي في المؤسسات العامة في المجتمع الکويتي، والتعرف على الحلول المقترحة للحد منها من وجهة نظر أعضاء هيئة التدريس في جامعة الکويت. استخدمت الدراسة لتحقيق أهدافها منهج المسح الاجتماعي بالعينة، واستخدام أداة الاستبيان لجمع البيانات، وتکونت عينة الدراسة من 316 عضو هيئة تدريس تم اختيارهم بالطريقة العشوائية من جامعة الکويت. أظهرت نتائج الدراسة أن المستوى العام للعوامل المؤدية لجرائم الفساد الوظيفي في المجتمع الکويتي من وجهة نظر أعضاء هيئة التدريس في جامعة الکويت قد جاءت بمستوى مرتفع، حيث بلغ المستوى العام (3.763)، وبينت النتائج أن العوامل الإدارية والتنظيمية والقانونية المؤدية لجرائم الفساد الوظيفي في المجتمع الکويتي قد حققت الترتيب الأول من حيث الأهمية النسبية، بوسط حسابي (3.852) وبمستوى مرتفع، وجاء في الترتيب الثاني العوامل الشخصية بوسط حسابي (3.791) وبمستوى مرتفع، وفي الترتيب الثالث والأخير العوامل الاجتماعية والثقافية المؤدية لجرائم الفساد الوظيفي، بوسط حسابي (3.647) وبمستوى متوسط، وبينت النتائج أن من أهم الحلول المقترحة للحد من جرائم الفساد الوظيفي في المجتمع الکويتي تتمثل في تعديل القوانين والتشريعات والأنظمة الخاصة بمکافحة الفساد بما يتوافق مع التطورات الحديثة في بيئة العمل، ووسرعة البت في قضايا الفساد في المحاکم وتشديد العقوبات بحق مرتکبيها، وفي عدم المحاباة والتحيز في تقديم الفاسدين للمحاکم بغض النظر عن مراکزهم الاجتماعية والوظيفية.
The present study aimed to identify the factors that lead to crimes of job corruption in public institutions in Kuwaiti society, and to identify the proposed solutions to reduce them from the viewpoints of faculty members at Kuwait University. The study made use of the social survey method of the study participants for achieving its objectives, and a questionnaire was developed for collecting the study data. The study participants were 316 faculty members who were randomly chosen from Kuwait University. The results of the study showed that the general level of the factors leading to crimes of job corruption in Kuwaiti society from the viewpoints of faculty members at Kuwait University was high, as the general level reached (3.763), and the results showed that the administrative, organizational and legal factors leading to crimes of job corruption in Kuwaiti society has achieved the first rank in terms of the relative importance, with an arithmetic mean of (3.852) and with a high level. In the second place came personal factors with an arithmetic mean of (3.791) and with a high level, and in the third and last rank came the social and cultural factors leading to crimes of job corruption, with an arithmetic mean of (3.647) and with an intermediate level. The results showed that one of the most important proposed solutions to reduce crimes of job corruption in Kuwaiti society is to amend laws, legislations and regulations to combat corruption in line with recent developments in the work environment, the speedy determination of corruption cases in the courts and the increase of penalties. More than that, the lack of favoritism and prejudice in presenting the corruption to the courts regardless of their social and employment status.
