This current study drives at defining the role of social protection programs and development of living life and monetary support for poor families who have children in different educational stages in attempt to assist in continuity of the educational process. The study proposes a symbioses program for every family as (60) pounds for the primary school pupil, (80) pounds for the preparatory stage student, and (100) pounds for the secondary school student. This is for the educational purpose of the symbioses program, and regarding the health aspect, the program presents a monetary support for families having pre-school children. The study counts on several theories including the social contract theory, achieving the target model, since this model is associated to assessment for being a determinant of success or failure of the program in achieving the intended specified targets, being used as an analytical means characterized by confidence and objectiveness, since values of the assessor concerning achieving targets of the program don't interfere in the judgement of achieving the other objectives of the program. The program can also evaluate the individual targets of the program away from the other objectives of the program. The model of achieving target is considered one of the forms for examining the effectiveness of the model. This model focuses on exposing targets and topics of the program; evaluating also the accomplishments through testing the interrelated hypotheses with the outputs in an analytical approach. The researcher uses the descriptive-analytical method. The study sample consists of (400) male/female items selected from urban and rural areas. The study is to be applied in the period from January 2019 to April (2019). Achieving the study objectives, the study comes to several results after the fulfillment of the statistical analysis for defining the role of the social protection programs in developing the living life of those benefitting from these program in either urban or the rural environment.
