Abstract

In fact land mines issue occupies a great amount of global concern because of the horrible human effects it leaves as the main purpose of these mines have been previously limited in military purposes and institutions. Later, this matter has turned into disastrous when it turned into a killing tool of civilians and innocents after wars have ended. This issue is an international issue for the spread out of land mines all over the world which is estimated by 110 million mines most of them in the Middle East and Africa. Naturally, this issue should worry and disturb the world.The risk of this problem if we take into consideration Egypt as the most harmed country because of mines, as Egyptian lands contain 22.7 million mines, meaning that Egypt is the second state on a world level that suffers from mines in its lands (21%). This study drives at exposing the international lawful framework for encountering the mines problem in light of public principles of the international human law and the international agreements; so that would achieve the international responsibility towards violation of law; discussing also the problem of mines on a national level in attempt to set a strategy for developing the western northern coast for purification lands from mines. The research comes to several results which most important that the responsibility of combating mines is not limited only on the state has cultivated them but on the international community as a whole represented in the UN which upon its charters, it is responsible for peace and safety of states. Results also indicate that there is a world consciousness awakening recently that restricts and prohibits using mines.The study comes also to the potentiality of achieving total development; as there are huge developmental potentialities exist in the western northern coast in different economic fields if mines are removed from the area. There are true plans and visions exist currently towards removing such mines and the Armed Forces are exerting great effort to achieve this and purifying the area from mines. Yet, the success of the plans is associated with internal funding by the government, private sector, and the civil society; and also the external funding represented in the international supporting institutions.
