Abstract

This research aims to measure Altheselip efficiency for agricultural loans and to identify the most important factors specific economic efficiency and propose policies to improve Altheselip efficiency the various branches and offices of the Agricultural Development Fund. This research was adopted for economic analysis and descriptive statistics, in addition to data published secondary and primary data collected through the questionnaire. The result of this study group of the most important results include: 1- Qaseem occupied the first rank in Altheselip efficiency to total loans, hence the collection rate of about 82.4% during the period 1410-1428 e, followed by the regions of Tabuk and the Eastern collection rate reached 79.3% each, and then the Aseer area by 77.6%, and then by Hail 73.7%, then the Makkah by 71.6%. 2- Altheselip efficiency of loans determined by of economic factors including: number of staff of the collection, inadequate safeguards, the number of production cycles for the broiler chicken, it was found          that an increase in these variables by 10% lead to  higher Altheselip efficiency rate of 6.1%, 1.2%, 0.7% respectively 3 - Altheselip efficiency of agricultural loans require the adoption of several policies, notably the need to obtain adequate guarantees real, activate binding procedures for payment by the executive and the judiciary, the availability of sufficient and accurate information on the financial status and behavior of borrowers, to ensure that realistic studies of technical and economic feasibility and include on the environmental dimension, activating the process of supervision and monitoring of agricultural projects since the beginning of construction until the end of the loan, review the policy of lending to agricultural development fund through the collection and broaden the base of a ceiling on the Fund's contribution of capital investment for agricultural projects, which should not exceed 50% of the Total investment costs for the project.
