The present study aims to develop social protection programmes to achieve sustainable social and economic empowerment of beneficiaries in different environments. Poverty is not only an economic or social problem but also a cultural and moral problem, but also a security and health problem. Moreover, it is a humanitarian problem when misery, deprivation, marginalization and social exclusion of the poor are intertwined. The analytical descriptive curriculum was also used to compare beneficiaries in different environments of the Opportunity J programme, which represented an integrated system of empowerment and qualification for entry into the labour market and access to decent jobs. After verifying the validity and validity of the measurement instrument, the instrument was distributed to members of the study sample beneficiaries of the social protection programme, which consisted of rural and urban.
