يهدف البحث إلى إبراز أهمية رخصة المعلم، ودورها في تطوير وتعزيز أداء المعلم منذ عملية الإعداد والتأهيل إلى عملية التطوير أثناء الخدمة، وذلک من خلال التعرف على  ماهية الرخصة المهنية للمعلم، وأهم المعايير العالمية والشروط ذات الجودة للرخص التعليمية لمزاولة مهنة التعليم، کما يسعى البحث الحالي إلى الوقوف على أهمية دور المعلم المرخص بالتعليم الشامل، وقد اعتمدت منهجية البحث على مراجعة الأدبيات البحثية في عدد من  الدراسات السابقة التي تناولت مفهوم الرخصة للمعلم، والکفاءات والمهارات التي يجب توفرها في المعلم من أجل الحصول على الرخصة المهنية، بناءًا على التجارب الدولية السابقة الناجحة؛ ونظراً إلى الخطوات الحثيثة التي تقوم بها المملکة نحو التطور والتقدم في مجال التعليم، فإن البحث تناول تصور مقترح لکيفية تحقيق رخصة المعلم السعودي بالتعليم الشامل، وفق الأسس العلمية والمعطيات المحلية تحت مظلة رؤية 2030م. The research aims to indicate the importance of the teacher's license, and its role into developing and enhancing the teacher performance since the preparation and rehabilitation process to the development process, through the identification of what the professional license of the teacher, the most important international standards and quality conditions for the teacher's license, The current research also aims to identification the importance of the licensed teacher role in inclusive education. The research methodology was based on reviewing the literature of some previous studies that dealt with the concept of the educational license, the Competencies and skills that teacher must be provided with; due to obtain the teacher's license according to the previous international experiences; and according to  the Kingdom of Saudi Arabia serious step  towards the development and progress in the field of education, the search also address a perception proposal of how to achieve a comprehensive Saudi teacher education license according to the scientific basis and local information within Vision 2030.
