مما لا شك فيه أن العلاقة الوظيفية بين الموظف والإدارة ليست أبدية، وإنما لابد أن تأتي اللحظة التي تنتهي فيها هذه العلاقة إذا تحققت أسباب معينه لا يستطيع طرفا العلاقة الحياد عنها. وتتنوع هذه الأسباب بين ما يقع بقوة القانون وبين ما يتطلب تدخل الإدارة بقرار إداري، أو بتوقيع عقوبة الفصل من الخدمة كجزاء على مخالفة جسيمة ارتكبها الموظف. وتناولت هذه الدراسة موضوعا عاما من موضوعات الوظيفة المدنية وهو إنهاء دور الموظف العمومي في القطاع العام، وبينت الدراسة شارحة تصور الوظيفة المدنية، والموظف العام، والشروط الواجب توافرها في تعيين الموظفين العموميين، وقد ركزت هذه الدراسة على الأسباب القانونية والإدارية، بما في ذلك إنهاء الخدمة العامة. Abstract: There is no doubt that the functional relationship between employee and management is not eternal.
